Resolution to appoint KC Hume as new Craig city manager pulled from City Council agenda

In a surprising turn of events, the Craig City Council voted unanimously Tuesday evening to amend its agenda to remove a resolution that would have approved the hiring of former Moffat County Sheriff KC Hume as city manager.
Resolution No. 12 (2026), initially listed as agenda item 7I on the March 10 Craig City Council agenda, was pulled early in the meeting during the agenda approval process.
“I’d like to make a motion to pull item 7I from our current agenda for future discussion in executive session,” said council member Randy Looper. The motion was seconded by councilor Derek Duran. There was no discussion prior to the unanimous vote in favor of the motion.
Following the vote, Mayor Chris Nichols stated that an executive session would be scheduled regarding agenda item 7I.
The decision to remove Hume’s hiring resolution from the agenda came as somewhat of a surprise. On March 3, the City Council directed City Attorney Heather Cannon to begin negotiations with an unnamed candidate after the council reached unanimous consensus. The proposed contract would have paid Hume $156,000 in his first year of employment, which would have commenced on April 20.
“The hiring of a city manager is the most important thing the council does,” Mayor Chris Nichols told the newspaper Wednesday morning. “The council received the contract Monday afternoon and my impression is that they wanted more time to review it.”
According to Nichols, an executive session was being scheduled for 4 p.m. Thursday for the council to discuss the contract. Nichols would not commit to whether or not the council would make a decision on hiring Hume following the executive session or wait until the next regularly scheduled council meeting. However, an agenda for the Thursday meeting was posted Wednesday afternoon which included Item B, “Discussion and approval of Resolution No. 12 (2026) appointing the City Manager.”
In addition to a salary of $156,000, the proposed contract would have had Hume starting his employment on April 20 and remain in force until Dec. 31, 2028, require Hume to live within 10 miles of the Craig city limits, pay $600 per month for the use of Hume’s personal vehicle, provide 120 hours of personal vacation and offer full-family health/dental/vision/disability insurance.
Hume retired after 10 years as the Moffat County Sheriff on July 2, 2025. At the time of his retirement, he said, “It’s about placing family in the forefront. For an entire career, I have oftentimes placed the responsibilities of the profession ahead of family. I think it’s certainly their turn to be the focus.” Following his retirement from a 33-year career in public safety, Hume accepted a position as superintendent of operations, safety and security at Yampa Valley Regional Airport.
The other three candidates for the city manager position included Brad Blad of Idaho, who had 16 years of service as a chief executive and administrative officer; Will Ibershof of Oregon, who had 17 years of executive municipal leadership as a city administrator and mayor; and current Craig Police Chief Michael Cochran.
Peter Brixius, the current city manager, is slated to step down on June 30.
Hume had not responded to a request for comment from the newspaper as of Wednesday afternoon.
