Moffat County coordinated election: Preview of local ballot initiatives

Voters in Moffat County and the City of Craig will decide on several local ballot measures this Nov. 4, including a new retail marijuana sales tax to support the library and museum, continuation of a lodging tax to fund tourism promotion and the formation of a long-awaited regional transportation authority.
City of Craig ballot measure 2A: Retail marijuana sales tax
Ballot measure 2A asks voters in the city of Craig to approve a new local sales tax on retail marijuana and marijuana products, starting Jan. 1, 2026.
The measure would allow the City Council to adjust the tax rate up to a cap of 4% without further voter approval, subject to annual review.
Revenue from this tax would be dedicated specifically to funding the existing Moffat County Library (Craig branch) and the Museum of Northwest Colorado.
This ballot question gives local government flexibility to modify the tax rate within limits and directs proceeds to support ongoing library and museum operations, regardless of other state revenue or spending limits.
City of Craig ballot measure 2B: Formation of the Yampa Valley Regional Transportation Authority
A major question on the ballots for voters in Craig, as well as Steamboat Springs, unincorporated Routt County, Hayden, Oak Creek and Yampa, asks whether to form the Yampa Valley Regional Transportation Authority, which aims to connect communities across the valley through expanded public transit options.
The main goal of the RTA is to improve bus service between communities, add new local routes and make public transportation more reliable and accessible for residents, workers and visitors.
A top objective is the introduction of fixed-route bus service on U.S. Highway 131 between Steamboat, Oak Creek and Yampa.
Plans also include establishing a new local circulator bus route within Craig, ground transportation options to and from the Yampa Valley Regional Airport and creating park-and-ride lots for commuters accessing both the U.S. Highway 40 bus route and other new routes.
Steamboat Ski & Resort Corporation has agreed to contribute $1 million per year for three years to help jumpstart the transportation authority, if passed by voters — a significantly shorter commitment than the original 20-year pledge discussed earlier this year.
While a tax question could possibly appear on future ballots for the jurisdictions that approve the RTA’s formation, the 2025 ballot initiative does not ask for voter funding, but instead asks whether voters are interested in the establishment of an RTA at all.
This ballot question is not being asked of Moffat County voters outside the city of Craig.
Moffat County ballot measure 6A: Local Marketing District tax renewal
Voters throughout Moffat County will be asked to decide on the continuation of the 4% Local Marketing District tax, initially approved ten years ago, which imposes a lodging tax on short-term rentals and accommodations within the district.
The revenue generated is used to fund marketing and tourism promotion efforts aimed at boosting local economic development by attracting visitors to the area.
If approved, the measure would extend the current tax, helping to sustain tourism-related advertising and initiatives that support local businesses and the hospitality sector in Moffat County.
This tax applies only to people staying in short-term rentals and similar lodging, and property owners are responsible for collecting and submitting the tax to the county.
Ballot info for voters
Election Day is this Tuesday, Nov. 4.
Ballots must be returned to the Moffat County Clerk & Recorder’s office (1198 West Victory Way, Suite 105) by 7 p.m. on Election Day to be counted, and postmarks do not count as received, according to a coordinated election notice to Moffat County voters.
Voters can also drop off ballots at the 24-hour drop box at the main entrance of the Moffat County Courthouse (1198 West Victory Way).
