Moffat County Commissioners talk purchases, runway work, property maintenance code, more at Tuesday meeting

After a brief public comment period Tuesday, Moffat County Commissioners heard updates from Candace Miller with the Planning Department, including that a bid from Masterworks Mechanical to replace four rooftop units at the Safety Center was approved.

Commissioners noted that only one bid was received for the project. While they hope that multiple bids will be received for any project, commissioners were pleased that a local business will benefit from receiving the accepted bid.

Commissioners also approved an offer to purchase the property at 595 Breeze St. from Raftopoulos Rentals I for $450,000. Commissioners also signaled the county’s intention to counter another offer from Raftopoulos Rentals I for a second property at 539 Barclay St.



Miller also provided an update on a grant for the Craig-Moffat County Airport runway rehabilitation project.

The start date for construction work is projected for August 2024. The top layer of the runway will be pulverized and a new layer installed, lighting will be updated and new striping will be completed. The improvements will be funded by a Federal Aviation Association Airport Improvement Program grant.



Commissioners moved to adopt an updated Property Maintenance Code for Moffat County. The newer code has gone through multiple revisions. Commissioners commented that the purpose of the code is to encourage neighbors “to be neighborly” and to help make Moffat County a desirable place to live.

Bruce White of the city’s Road and Bridge Department presented a bid from Stripe A Lot Inc. of Denver to complete paint striping for a portion of Craig’s roads. Stripe A Lot has done striping work for Craig in the past and was the only company to submit a bid for this project. The allocated funds for the project will allow for 10.3 miles of roads to be painted, with an additional 29.3 miles of roads receiving center-line-only painting.

Moffat County Sheriff KC Hume and Sgt. Todd Wheeler were also on hand to discuss updating the language in the Moffat County Open Fire and Open Burning Restriction Ordinance. The changes are geared toward making the ordinance more user-friendly for both private citizens and the sheriff’s office.

Stacy Morgan and Sarah Colding of the Moffat County Clerk’s Office shared a mandated redrawing of the county commissioners boundary district map. There will be a public hearing Sept. 26 as part of the approval process for the new map.

Colorado First Conservation District representatives Kacey Green and Steve Hinkemeyer presented an update on their grant approval process. They detailed the creation of Colorado First Conservation District Greater Sage Grouse Alliance and shared their hope for assisting private landowners with sage grouse habitat mitigation related to the installation of power lines throughout Moffat County. Green and Hinkemeyer requested a letter of support from commissioners.

A presentation from United Way concluded the meeting. The soon-to-be “United Way of the Yampa Valley” was represented by Heather Fross, Kate Nowak and Jennifer Bruen, as well as representatives from Youth United Way, Ruby Short, Kenleigh Pubanz and Megan Neton.

The delegation answered questions about the recent merger between the Moffat and Routt County United Ways, provided a recap of recent triumphs and shared updates about upcoming events.

The next Moffat County Commissioners meeting is scheduled for Sept. 12.
