During the Dec. 15 Moffat County Commissioner meeting, the commissioners discussed and decided on the following topics:

During general discussion:

Chairman Tom Mathers discussed winter travel safety and recommended people carry a survival kit in their car during the colder months, including extra snacks and food, water, warm pants, mittens and hats, necessary medication, a tow rope, extra batteries, salt or sand and emergency flares, to name a few.

Commissioner Chuck Grobe attended a meeting for Gov. John Hickenlooper's oil and gas task force in Rifle last week and reported that all in all, it "went well."

"It was to get the message out that we don't need new regulations," Grobe said.

Kerri Klein, director of Moffat County's Department of Social Services, said the state is funding a regional staff member that has been helping the department balance their workload.

Klein also said the number of applications for benefits coming in has dropped since the department's highest month in August, at 280 applications. The lowest month had 100 applications.

Klein also provided an update about the Moffat County Child Protection Team. The child protection team constitutes a group of caseworkers from social services and team members from several other Moffat County agencies, such as the Veteran's Nursing Association and different law enforcement agencies. The child protection team provides support and resources to children during neglect or abuse cases.

Two months ago, Klein invited a representative from the state to discuss "changes we wanted to make" in the child protection team.

"Things are moving along and it's getting better," Klein said.

She said overall collaboration and communication about child assessments has improved.

Moffat County's Finance Department Director Mindy Curtis presented the final 2015 county budget.

The budget totals more than $79 million, including The Memorial Hospital's budget. Without TMH's budget, Moffat County's budget is more than $41 million. The county's 2015 budget is less than one percent larger than last year's budget.

Curtis said the county's assessed valuation increased from 2014 to 2015, mainly because of oil and gas production.

Moffat County has a voter-approved mill levy of 24.872. A mill levy is the assessed property tax rate used by the county to cover annual expenses, and is limited to property tax annual growth of 5.5 percent each year. A mill is 1/10 of a cent.

Dan Davidson stopped by the meeting to get a resolution approved for what he said might be the last Museum of Northwest Colorado mineral lease with Southwestern Energy, LLC.
