CNCC concurrent enrollment program for high school students could face changes

Craig — The Colorado Northwestern Community College Moffat County Board of Control did the following at their monthly meeting Monday evening:
• Heard from the CNCC Craig campus Vice President Janell Oberlander about possible changes in the CNCC concurrent enrollment program for Moffat County High School students next year and a possible drop in participation. The changes come due to stricter enforcement of credentialing for college-level instructors and the introduction of more Advanced Placement courses at the high school. College and school district administrators will meet in June to further discuss the future of the program.
• Heard from the Craig campus Dean of Instruction Donna Theimer about several upcoming events, including a one-day seminar for educators on teaching under-resourced students from 8:30 a.m. to 3:30 p.m. Friday at the CNCC Academic Building, room 175.
Author Bethany Tucker will present on using research-based strategies to understand poverty, motivate students and prepare them for college and careers, according to the event flyer. RSVP to Donna Theimer at 824-1111 to attend.
• Heard from Theimer about two new hires: a program director for the adult basic education, English as a second language and GED program, and a new developmental education program director to replace Sheila Harper, who is retiring this year.
• Heard from CNCC Vice President of Business and Administration Chris Bishop about the proposed budget for fiscal year 2016.

Notable changes include a tuition increase of 4.5 percent for most programs and a higher budget for tuition assistance to Moffat County residents who enroll at the Craig campus based on increased enrollment this year.
Board members expressed interest in looking into refinancing the loans for the Craig campus building, which is now about five years old. Approximately $4.5 million in principal remains to be repaid on the loan, with an estimated $5.2 million in interest expected to be paid over the term of the loan.
Board members also requested financial reports detailing the revenue and expenditures related to specific programs at the college, such as nursing or the automobile mechanic program. Board Secretary Jennifer Riley said the information was necessary to be able to evaluate which programs are most successful and sustainable for the college.
"We've got to get to a better place as a board in understanding the ins and outs," Riley said. "What programs are paying for themselves?"
While some board members wished to see individual programs at least breaking even or making money, board member Zack Allen offered an alternative view.
"I'm not against subsidizing programs," Allen said. "If the community has a need that needs to be subsidized in order to build the human capital necessary to build a healthy community… I just don't think every program should pay for itself necessarily."
• Set a special meeting to continue discussing the budget for 6 p.m. May 11. The board reserved the option to ratify the budget either May 11 or at its regular monthly meeting at 6 p.m. May 18.
