City spending outpaces revenue

The city of Craig started off the year with more money than expected but less than last year.

For the months of December and January, the portion of the countywide sales tax allocated to the city came in $3,048 below what it was at this time last year. On the upside, it’s $5,532 more than budgeted.

“We’re just hanging on,” City Finance Director Bruce Nelson said.

The Craig City Council heard his report Tuesday night at their regular meeting.

The city fared a little better with its own sales tax, which is $13,374 ahead of last year — a 5.65 percent increase.

“Everything so far has fallen in the anticipated range,” Nelson said.

It’s early in the year, he said, but the numbers are coming in at expected levels.

Water sales are up $4,362, sewer fees increased by $3,255 and trash collections needed $3,037 more.

Spending is a little ahead of revenue. The city’s spent 20 percent of what’s expected, while only collecting 11 percent.

The difference, Nelson said, came because the city purchased the former armory, which now houses the Boys & Girls Club. When the city is reimbursed by grant funds covering the purchase, spending and revenues should equalize.

In other business, the council:

Accepted a petition for a street improvement district for the 900 block of Washington Street. This is the first time in 20 years that the city has been approached to form a special improvement district, in which the city fronts the cost for improvements and is reimbursed by landowners. In this case, four of the five Washington Street landowners would like their street paved and gutters installed. The cost will be less than $25,000, likely to be repaid during a 10-year period.

Renewed the hotel and restaurant liquor license for Carelli’s Inc.

Approved a request from Craig Rural Fire Protection Dis-trict to amend the hazardous materials agreement to submit an annual budget on Sept. 1 instead of May 1.

Awarded a $18,478.88 bid to Victory Motors for a 3/4-ton pickup for the Parks Department and a $27,230 bid to Cook Chevrolet for a 1-ton four-wheel-drive cab and chassis for the Road and Bridge Department.

Awarded a $13,705 bid to MacDonald Equipment Company for a skid tank mount heated as-phalt distributor for the Road and Bridge Department

Approved the 2005 asphalt paving plan, which addresses the next need identified by the 1982 transportation improvement plan. Thirteenth Street from Lincoln Street to Bryan Way will be paved. If funds remain, Bryan Way from 13th Street to the south end of the existing asphalt will be paved. A portion of the street is in the county and would have to be annexed into the city for the city to move forward with paving it.

The streets are priority No. 7 in the transportation plan. Preceding recommendations have been completed.

Authorized the mayor to sign a letter of support for the construction of a partial replacement hospital.

Approved a revised intergovernmental agreement and bylaws for the Yampa Valley Economic Development Council to include Rio Blanco County as a member.

Considered a recognition policy for city board/commission volunteers. The council will honor departing volunteers with plaques and reward current ones with Spree Bucks at Christmastime.
