Candidates wanted for college and school district boards in Moffat County

Elections in November could see new leadership for education in Moffat County.

The Moffat County Affiliated Junior College District Board and the Moffat County School District Board of Education are the only two entities with the potential to have candidates on the November ballot, said Moffat County Clerk and Recorder Lila Herod.

The path to change begins this summer, if candidates come forward to run for positions. Here is a summary of the seats up for election and what's at stake.

Moffat County Affiliated Junior College District Board

Elections in November of 2015, were the first elections in 20 years for the college board, Herod said.

The five-member board oversees the distribution of local tax dollars that help district students to attend CNCC with free or reduced tuition, according to a description on the CNCC website.

Terms are ending two board members — Jennifer Riley and Lois Wymore. Both Wymore and Riley were appointed to the board in November of 2013.

"If they (the college board) only get one or two nominations they may appoint people to the board instead of holding an election," Herod said.

The board is facing the challenge of helping support the growth of programs and development of student housing on the Craig Campus in light of declining property tax revenues.

College board members are all at-large, meaning candidates must simply be residents of Moffat County.

"We will ask for election calendar approval at the next board meeting.  The legal notice will go out in late July. Once election packets are ready, and the time frames are announced, those who wish to run can collect their packets with Denise Mosher, Academic Building Room 130 at CNCC," stated Brian MacKenzie, CNCC director of marketing and admissions.

Moffat County School District Board of Education

The board of education is responsible for upholding the mission and goals of the school district and by state statute is responsible for: legislative or policymaking; educational planning and appraisal; staffing and appraisal; financial resources; school facilities; communication with the public; and judicial matters.

Four of seven school board seats are up for election they include:

  • District 2: Sue Voloshin
  • District 4: Tony Peroulis
  • District 6: Board President Darrell Camilletti
  • District 7: Originally filled by Charity Neal, currently filled by interim board member Chris Thome who was appointed to the position in June.

The board has already submitted their intent to participate in the intergovernmental election process, Herod said.

The board of education is facing the challenge of meeting $17 million in capitol maintenance needs. The current board has initiated a process to help meet facilities needs and address reduced enrollment, through the closure of an elementary school in Craig.

Candidates interested in running for office must be:

  • a resident of the school district and a registered voter, as shown on the books of the county clerk and recorder, for at least 12 consecutive months prior to the election
  • 18 years or older by the date of the election
  • a citizen of the United States
  • a resident of the director district in which he or she is a candidate
  • non-partisan
  • any person who has been convicted of, pled guilty or nolo contendere to, or received a deferred judgment or sentence or is the subject of a pending charge for commission of a sexual offense against a child is ineligible for election to a school district board of education.

"It is important that the candidate be sincerely and honestly interested in serving the whole school district for the best interests of all children," states the district policy on board member qualifications.

Candidate packets will be available from the school district in early August.

Path to the ballot box:

The path to the ballot begins in July.

• July 28: Special Districts must complete and submit to the County Clerk and Recorder an Election Notification Form indicating their interest in participating the coordinated elections.
• Late July/Early August: College and school district provide public notification of elections and specific information about the process.

August/September

• Early August: Intergovernmental agreements will be sent to special districts.
• Aug. 9 – Sept. 1: Candidates to circulate petitions for a place on the ballot.
Within 10 days of becoming a candidate. the candidate shall certify by affidavit to the Secretary of State that the candidate is familiar with the provisions of the Fair Campaign Practices Act.
• Aug. 29: Intergovernmental agreements are due back to the clerk and recorder.
• Sept. 8: Special Districts certify the ballot by providing the clerk and recorder with official ballot language, candidate names or their decision not to hold an election. The school district is required to post information about each on the district website.
• Sept. 22: Proofed and printed ballots are mailed to registered voters in the military.

October/November

•Oct. 16: Ballots are mailed to registered voters.
• Ballots are sent daily to people registering late. Generally, the county stops mailing ballots the Friday before the elections, unless a voter requests otherwise.
• Nov. 7: Election day, voters may register and receive ballots in person until polls close.
