Craig Police Department

So today I am driving down Victory Way and the power is out, so the traffic lights are not working. We are stopped at Yampa Avenue and Victory Way; well about 6 other cars and myself, and low and behold there is a member of our police department parked on the side of the road in his patrol car, EATING, watching all of us sit at the stop light trying to figure out the best way to proceed so that no one is in danger. My question is this: Isn't it the job and responsibility of the police department to ensure public safety?
I am sure that this job would include directing traffic in the event of a power outage. Maybe I am mistaken but isn't that what these police officers are paid for? Now please don't get me wrong there are lots of upstanding, wonderful people on our police force, it is the ones that display this type of behavior that makes me very upset that I even have to pay taxes in this town.
