    * WINDS...NORTH WINDS OF 25 TO 35 MPH...GUSTING NEAR 45 MPH.
    * WIND CHILL...VALUES WILL FALL TO BETWEEN 20 AND 30 DEGREES
    BELOW ZERO.
    * IMPACTS...THE COMBINATION OF FALLING SNOW AND STRONG WINDS IS
