    Mike May is the House Minority Leader. Ron May used to be a senator, but he quit last year. The original budget would not have assessed more fees for the COGCC work.. Most of the money for higher education went to colleges, not to grants and scholarships. Last year's law didn't freeze the property tax at 27 mills (is your property tax frozen at 27 mills?).
