City Council may have been more concerned with the indiscretions this man may have committed and just did not get caught or convicted of.
Just the “not so little” omissions were bad enough, there is a set pattern of deviant behavior that is blamed on ignorance of the law because he can not read or write English.
Ignorance of the law is not a valid defense.

As a mater of fact, most scofflaws don’t bother to have someone bilingual there to help them brush up on Colorado Brand laws and regulations or when engaging in disorderly conduct… these things are covered when a person like Victor takes classes in preparation for his US citizen tests.

Generally, nightclubs major contributions to the community will be, designated meeting place for the criminal element in the community, higher delinquent child care payments, battered and abused adults and their neglected kids, central location for the distribution, consumption of drugs and sexually transmitted diseases.
Containing these activities in one central location helps law enforcement maintain crime with lower overhead… drunk criminals are easier to catch.
Every community needs a nightclub to help control crime.

Relocating a bear like this further out away from town in the back yard of some sheep or cattle rancher where it will surly be killed after killing livestock , then used for dog food.

what else were they going to do, send the bear to bear prison where he might spend the rest of his life wandering back and forth in front of a bunch of gawking tourists ?

Bear meat can be cooked on the grill with a little barbecue sauce, a mess of mashed potatoes and gravy…tastes a lot like pork. Real good eatn………
Hope the meat didn’t get sent to the Craig dump.

We learned from this story that there is something going on, possibly something involving some poor cattle rustler just trying to make a living by branding abandoned cattle that were just walking somewhere with no one looking after them.
After all, what livestock just wanders around without a brand.
