Let us know when she signs it, today, and then when it will be brought before the Senate for ratification by two-thirds of the 100-member Senate, or 67 votes. Only then does a treaty become law and well over 50 Senators have already voiced opposition.

Law enforcement is run the same as military. In the military, the Provost Marshal is chief of police and there is a chain of command from Provost Marshal on down. In LE you have a chain of command from the chief/director on down with captains, lieutenants, sergeants, agents and so on. Neither organization is in any way democratic but more dictatorial.
