I think it comes down to the regulations put on them. Being neighbors to 20 chickens MIGHT be problematic, but if the regulation was set at 5 or something I can't see the harm. I have lived as a neighbor to people with chickens before and they caused no problems nor did they smell bad. I highly doubt they “legalize” chickens/goats and a huge rush of people buying chickens and goats happens anyway. More like a few people here and there raising them while the rest of the people think it's just not a big deal.
