The area around Black Mountain, which is part of the Routt County National Forest, is designated a roadless area by the United States Forest Service. U.S. Forest and the state of Colorado are proposing changes to the 2001 Roadless Conservation AreaRule, which would allow construction for roads under certain circumstances.
