I read with interest Mr. Hawks' letter to the residents of Shadow Mountain Village. I am that "guy" that he refers to in his letter. I do agree with him that the county and city have engaged in some double talk. When the Local Improvement District first was proposed:
1. It would cost somewhere around $4,200 per lot.
2. One lot equals one vote
3. They would replace the water and sewer line completely.
4. They wouldn't bill anyone for anything until the entire project was completed.
Recommended Stories For You
1. It will cost no more than $4,738 per lot.
2. Everyone residing at the home that is eligible to vote has a vote.
3. They will replace the water and sewer line only to the edge of the house. Any utilities under the house is the owner's responsibility.
4. They will begin billing as soon as your phase of the project is finished, though they won't know what the exact cost is until all phases of the improvement are completed.
Now, here is my opinion and what I know:
1. The court opened for business to house the construction workers building the Craig Station Unit 1 & 2.
2. The infrastructure was designed to last 10 years.
3. The entities have camera'd the main sewer lines and determined that they have started egging, which is one of the first signs of failure.
4. The city has had to reduce the water pressure to keep from blowing water mains and lines.
A. I used to be able to water my entire lawn with one hose, it now takes me three zones (and my lawn isn't that large).
B. I never had to worry about flushing the toilet while anyone was in the shower.
5. The fire hydrants no longer have enough pressure to fight any kind of a fire, and that scares the heck out of me. Like all things, if you don't maintain and do an occasional upgrade, it eventually will fail. Moffat County and the city of Craig have agreed to put in a large portion of the cost with the remainder to come from the property owners, and it is limited as to the cost to the homeowner. They also have agreed to underwrite those costs for a period of 20 years so that it will have minimal impact to the homeowner. I do disagree with the voting to allow a renter to have a vote as it is the property owner who will have the responsibility to pay the assessment. I would urge you to vote "yes" on the ballot issue concerning the LID. Thank you.
