Hayden — The Hayden Town Council approved preliminary acceptance of road improvements Thursday for the Lake Village subdivision by a 5-0 vote.
The action paves the way for the town to issue certificates of occupancy and begin providing services such as snow removal at the subdivision.
During the vote, Town Council member Bill Hayden said "yea" instead of the more typical "I" or "yes" to denote a positive vote.
"I'm glad to get this out," he said.
Town Council members Chuck Grobe and Richard "Festus" Hagins didn't attend the meeting. The improvements to Hayden Parkway, a street within the subdivision, stem from the final overlay failing inspection in spring 2008, Public Works Director Sam Barnes said after the meeting.
In addition to Elam Construction milling and overlaying 1 1/2 inches of new asphalt, the company also brought the road shoulders to grade. Northwest Colorado Consultants inspected the improvements, which met Hayden's standards and specifications. The Town Council previously approved preliminary acceptance of the water and sewer systems in August 2009, Town Clerk Susan Irvine said.
Irvine said the council's acceptance of the road improvements would allow Hayden to issue certificates of occupancy, making the Lake Village lots viable for sale. Five spec homes sit nearly complete at Lake Village. Vectra Bank owns the homes and vacant lots.
Reached by phone before the meeting, Stephan Baden, a broker with Prudential Steamboat Realty and one of the co-listing agents for the subdivision, said the Town Council's acceptance of the road improvements wasn't necessary to sell the existing homes and lots.
Baden said the homes recently have been shown.
"We've had interest, and we've had offers on various, either the whole subdivision or parts of it," he said.
Baden said some initial offers weren't what Vectra Bank was looking for. He said discussions were ongoing.
During the meeting, Irvine said the certificates of occupancy would allow new construction at Lake Village.
As part of the agreement with Elam, the company extended its warranty one year for Hayden Parkway to cover the asphalt until Oct. 6, 2011. Elam also agreed to put $15,000 in an escrow account if repairs are needed to Starlight Lane should any issues arise. Irvine said the warranty for the water and sewer systems expires Oct. 20, at which point the Town Council would consider final acceptance and take full ownership.
Also at Thursday's meeting:
Irvine handed out packets to Town Council members containing the top nine candidates of the 38 reviewed by the committee of community members who volunteered to review applicants for Hayden's vacant town manager position. Interim Town Manager Lance Stewart also provided his recommendation. Council members were told to review the applicants and rank them before a Thursday special meeting. The meeting is scheduled to be almost entirely held in executive session.
Hayden Police Chief Ray Birch announced that the Hayden Police Department received two grants. The first, a federal Justice Assistance Grant of $60,000, will allow the department to reinstate a fifth officer, a position it lost during the 2009 budget year. He said the grant funding would allow an officer already working part time with the department to work about 32 hours per week. The second grant, a $7,100 grant from Grand Futures Prevention Coalition, will allow the department to provide alcohol awareness and enforcement.
