Craig City Council approves Tebo Center site plan

In other action …

At its regular meeting Tuesday, the Craig City Council:

• Approved, 7-0, the renewal of a tavern liquor license for Veterans of Foreign Wars Post 4265.

• Held a public hearing to consider granting a hotel and restaurant liquor license to BACM 2006-5 Highway 13 Lodging, LLC, formerly the Holiday Inn.

• Heard from Ron Dellacroce, park manager of Yampa River State Park and Elkhead Reservoir, on 2012 plans for Elkhead recreation operations.

• Approved, 7-0, a proclamation in support of American energy development.

• Awarded, 7-0, a $153,049 bid from Faris Machinery for a truck mounted bituminous distributor for the road and bridge department.

• Approved, 7-0, Resolution No. 1 designating a public place to post meeting notices.

• Approved, 7-0, Resolution No. 2 declaring the Craig Daily Press the official newspaper of the City of Craig.

• Discussed City Park lease negotiations with the Veterans of Foreign Wars Post 4265 and directed city manager to respond to VFW letter dated Dec. 28, 2011.

• Considered 2012 dues request from the Associated Governments of Northwest Colorado.

Representatives from Boulder-based Tebo Development were in attendance Tuesday night to see if the Craig City Council would approve a site plan for a new commercial development in the city.

Prior to the meeting Dave Costa, Craig building inspector and director of community development, predicted city council would approve the plan as presented.

"At this point in time it's going through the planning process," Costa said. "There's no changes on my end and I expect the city council to approve the proposal on the consent agenda seven to zero."

As anticipated, city council unanimously accepted the site plan for the 10,477 square-foot building known as Tebo Center.

Prior to the vote, Costa described the details of the plan.

"Tebo Development presented an excellent landscape design that provides two and a half times the required landscaping," Costa said. "It's going to be made of split faced block with contrasting colors, and I think it's a very attractive building."

Council members also voiced their excitement about the new growth.

"I'd just like to say that I know the individuals that serve on (planning and zoning) and I have a lot of confidence in what you guys do," council member Ray Beck said. "I appreciate all of the considerations made in regards to lighting, parking, landscaping, storm drains, the whole nine yards. I think it's going to be a great addition."

Tebo Center is slated for Lot 6 on the east side of the Walmart subdivision at 1830 W. Victory Way and will house three retail stores.

One of the stores will be 5,000 square feet of retail space leased to Maurices, a women's clothing store, and a second encompasses 4,000 square feet for Hibbett Sports, a Birmingham, Ala.-based company.

The remaining 1,477 square feet is available for rent.

The next big step in the building process requires a lot of signatures, Costa said.

"I can't issue a building permit until site plan documents are recorded at the county," Costa said. "Then, they have to get all of the utility company signatures, the owner needs to sign, as does the chairman of the planning commission and the Mayor."

The City Clerk must finally attest the document before the county can record the plans, Costa said.

Although Tebo Development has already submitted "shell drawings," Costa said there are three projects ahead of Tebo Center that need to complete the permit process.

"But, it's a go," Costa said. "We're going to get them going this winter, that's for sure."
