County OKs supplemental budget, special events permits

At its Tuesday meeting, the Moffat County Commission:

• Approved, 2-0, supplemental budget requests for December, which included $17,074 in contingency spending and $14,706 taken out of the county's emergency reserve account.

Moffat County fire control used all the money from emergency reserves to pay for wages owed to firefighters who worked in 2009.

The move does not reflect an inordinate amount of fires in 2009. The county often does not budget for fire control wages because it is difficult to predict how many fires there will be in a year.

Decreases to the contingency included $2,120 for the building inspector to reimburse a resident for county permits they bought before they lost financing on a new property.

The coroner's office and road and bridge department also requested $5,100 and $4,784, respectively, to balance higher-than-expected costs for employee benefits, which then had to come out of the contingency fund.

Finally, Maybell Park received $5,070 in contingency funds to remove several trees.

Moffat County's contingency fund for the year decreased from $200,000 to $182,925.53, while the emergency reserves went from $900,502 down to $885,796.

• Approved, 2-0, special events permits for the Wyman Museum Winter Festival on Feb. 13 and 14, and a New Year's Eve party hosted by St. John's Greek Orthodox Church on Thursday from 7 p.m. to midnight at American Legion Post 62.

• Approved, 2-0, waiving the bid process for hiring a company to monitor the security equipment at the Museum of Northwest Colorado.

The museum will pay Front Range-based Comm Center $30 a month, or $360 a year, for the service. The cost is less than the county's $5,000 level to require bids.

Museum Director Dan Dav­idson said the company was recommended by Jackson's Office Supply & Radio Shack, which provided the new security equipment.

• Approved, 2-0, a contract with Littleton-based ValueWest to do commercial appraisals with the Moffat County Assessor's Office in 2010 and 2011.

The county will pay $2,450 a month, totaling $4,900 a year.

County officials said hiring an outside contractor is cheaper than paying for a new full-time staff member.
