Craig Shadow Mountain subdivision will see some much-needed improvements to its water/sewer system and roads with the help of funding from a Department of Local Affairs Grant.
Moffat County Commissioner Chuck Grobe received a letter notifying him of the DOLA grant approval Thursday.
“We’ve been working on this so long and so hard, especially this year. It feels like baby steps, but now it really feels good to complete this project,” Grobe said.
Moffat County and the city of Craig have been saving money and planning the project together for about two years now. Both have been setting aside money, working on the grant proposal for DOLA and appealing to the residents of Shadow Mountain to get their support.
One of the most important factors in having a solid grant proposal was getting the residents on board since they would have to pay a tax for the improvements. The cost equals about $4,300 per homeowner, and they will pay in monthly $20 increments. The question was put on the November ballot, and the people of Shadow Mountain came out strong in support of it — 75 percent voted in favor of the proposal.
“It shows that they understand the need,” said Mayor Terry Carwile.
Grobe agreed that it was a call of support from residents.
“The voters instituted a tax on themselves to support the proposal,” he said.
The desperate need is to update the decrepit water and sewer system. In 1972, the subdivision was built with a 10-year lifespan. No improvements to the sewer have been made.
“It’s amazing it lasted this long without serious failure,” Director of Moffat County Development Services Roy Tipton said.
The county had originally approached Shadow Mountain improvements with roads in mind but had to rethink the plan when the sewer system was inspected.
“There’s no sense tearing up the roads if you have to fix what’s underneath it,” Grobe said.
The county will put forward about $2.4 million, the city will pay $1 million and residents of Shadow Mountain will be paying the $1.23 million during an extended period. The DOLA grant will need to be renewed annually and will provide about $1.6 million to the project.
Tipton anticipates the project will start May 1.
“I can’t wait until we get the first shovel in the ground and get started,” he said. Residents will “end up with what is essentially a brand-new subdivision.”
