— Hayden Town Council members are slated to decide today whether to put two tax proposals on the November ballot.

The council will decide whether residents will vote on adding a 3.5 percent sales tax to lodging and car rentals in Hayden. Also at today's meeting, council members are scheduled to discuss another settlement for infrastructure work at Lake Village subdivision.

The tax discussion will include a public hearing. Town Manager Russ Martin said the town had gotten some questions.

"We've had a couple from the car-rental industry call us and just want information," he said.

Martin said he expected representatives from that industry to attend tonight's meeting. Most of the car-rental businesses in Hayden run out of Yampa Valley Regional Airport. Representatives from Avis Rent A Car and Hertz Rent-a-Car did not return calls seeking comment Wednesday or said they weren't authorized to talk about the proposals.

"Other than that, obviously we don't really have any lodging going on, so I don't know if anyone from anywhere else will come in," Martin said.

If the proposed taxes go to voters and get an OK, they'll push the total sales tax on car rentals and accommodations from 7.9 percent to 11.4 percent.

Town Council Member Tim Redmond said he hasn't gotten community feedback on the proposals.

"I haven't heard a word, which I was kind of surprised by," Redmond said.

Lake Village

Redmond also hasn't been cornered in the grocery store by people eager to talk about the Lake Village subdivision. Town Council members are scheduled to return to that issue today. Their agenda includes an amendment to the agreement with Oregon-based Robinson Construction.

Robinson has agreed to finish the concrete trail system and the pond landscaping at the subdivision off Routt County Road 53 in southern Hayden. In exchange, the town would give the company the rest of the money from a letter of credit the project's developers got to guarantee the infrastructure work.

That would amount to at least $100,000, according to the proposed agreement.

The only remaining work would be the second lift of the road asphalt, Martin said. Vectra Bank is considering taking on that work and getting it done this year, he said.

Vectra issued a statement through Bob Kuusinen, Steamboat Springs market president:

"Vectra Bank and Robinson Construction have been working diligently with the town of Hayden to resolve issues with the Lake Villages development. The parties are attempting to finalize agreements that would satisfy the concerns of the town with the development and allow for the issuance of building permits and certificates of occupancy by the town."

Robinson is contracting with Yampa Valley companies on the work at Lake Village, and Martin said he expected Vectra to do the same if it takes on the pavement lift. He said he was pleased with the suggested agreement.

After the work is done, the town could issue certificates of occupancy for the five empty model homes at Lake Village. But the project's developers, Mountain Adventure Property Investments, are in Chapter 7 bankruptcy. Any plans must go through a bankruptcy trustee.

Problems at Lake Village began in 2007 when Robinson filed liens alleging that it wasn't getting paid for work at the property. Legal battles and bankruptcies followed.

Martin was optimistic that a resolution was coming.

"If we approve these things, this is the end of the difficulties that have been at this subdivision, and it will be as good as any subdivision in Hayden after this. : That assumes the board will approve it, and that's no guarantee at all."
