Steamboat Springs The Hayden Town Board of Trustees approved the annexation of the 14.9-acre Cannon Trust property on the east side of town at its meeting Thursday night.
The board voted unanimously to approve the annexation, open zoning and an agreement outlining the development plan for the parcel.
The board had considered property owner Martha Cannon's petition for annexation for several months and was determined to align the annexation with the town's plans for growth.
"Her property is going to be surrounded by the town, and at that point, she has a two-year period where she is going to be annexed," said Mayor Pro-tem Chuck Grobe.
Hayden resident Gordon Dowling, who represented Cannon at the meeting, said Cannon petitioned for annexation to get a head start on incorporating her property with the town, since eventual annexation is inevitable due to Hayden's growth. Cannon was unable to attend the meeting due to a family emergency.
The Board also approved an open zoning district for the Cannon Trust Annexation, as well as a .45-acre right-of-way for Shelton Lane, adjacent to the property.
Open zoning allows the current uses of the property to continue and creates limitations for future development, including a minimum 1-acre lot size for residential construction.
The parcel would have been zoned open by default according to the land use code, Grobe said.
Town staff worked with Cannon and her attorney to develop the annexation agreement, to which any future developers are bound.
According to the agreement, developers would be required to fund and install all necessary public improvements to the property, including considerations such as utilities, drainage, roads and signage. Developers would also be required to submit a traffic impact study with their plans.
The Town Board of Trustees will hold its next meeting Oct. 18, when they will set the date for the board's first budget workshop, Town Clerk Susan Irvine said.
Trustees released the first draft of Hayden's 2008 budget earlier this week.
