Moffat County Sheriff’s deputies encountered a twitchy suspect whose speech was slurred and rapid on a domestic violence call in August 2003. The man’s face was flushed and officers said the man’s body movements were “very radical and he appeared to be very unstable in all his actions.” The complainant, a woman, told police the man had been “tweaking” for several days.
