James and Kathy Bassett have a standing threat to charge
Robert Molloy with trespassing if he came to their house, even if he came only to attend the caucus, Molloy said.
Kathy Bassett declined to comment on the situation.
Tim Jantz, Moffat County Central Committee chairman, confirmed that the Bassetts refused to allow Molloy into their home.
The Bassetts and Molloy are currently engaged in a lawsuit over water rights, said Jantz, who is also a deputy with the Moffat County Sheriff's Office.
It's a violation of election law to prevent someone from attending a caucus meeting, said Lila Herod, Moffat County deputy clerk.
In response to Molloy's complaint, the Republican Central Committee moved the precinct site from the Bassetts' home to Lodore Hall.
The meeting will be held at 7 p.m tonight.
In other counties, many precinct caucuses are held at people's homes, Jantz said.
In areas such as Browns Park and Hamilton that have only one community center, caucuses often have to be at a home if the center is booked.
As the leaders of Precinct 4, the Bassetts get to decide where their precinct's meeting will be held.
The state only steps in when the choice of meeting place causes problems, Jantz said.
The Fourth Precinct is the smallest precinct in Moffat County. Two delegates will be elected at tonight's meeting.
