- Eighty percent of a child’s brain development takes place in the first year of life. Missing that window of opportunity — particularly because a child has a mental delay — can impact the rest of his or her life. But starting out slow doesn’t have to impact a child’s quality of life or long-term learning ability. Both the state and federal government recognize every child’s right to learn and Part C — a program under the Colorado Department of Education — provides the funding and services needed for children birth to age three to identify delays and to help move past them.

- After steadily declining since Colorado’s welfare system was reformed in 1997, the client caseload of those in need of assistance at Moffat County Social Services has begun to slightly rise again. Social Services Director Marie Peer accounts for the increase in caseloads by citing the recent slump in the economy.

- Craig’s Get R!EAL group recently earned a grant to help publicize some disturbing facts. Ninety percent of smokers begin as teenagers and almost 11,000 Colorado youth become daily smokers each year. To stomp out these statistics, the local anti-tobacco group hopes a recent $3,350 grant garnered from a portion of tobacco settlements will help increase the numbers of youth the group can support.

- After nine months of research, architectural and financial consultants for The Memorial Hospital have recommended that the new hospital be built on the same site as the current hospital. The consultants, Keith McLaughlin of health care developer Hammes Company, Alan Richman, president of financial advisors InnoVative Capital, and Donald Finlayson, president of Architectural Nexus, made their recommendation during two meetings at The Holiday Inn on Tuesday.

- Commissioners consider taking portion of mill levy

- Moffat County commissioners are planning to divert more than a half a mill levy away from the Craig/Moffat County Library back to the general fund in a move that some library officials say may cause the library to shut its doors. Commissioners said the .58 of one mill levy will feed back into the general fund to help other departments.
