    I know how to they can have a .0000000 chance of dying in a structure fire. Volunteer firefighters could just not volunteer.

    Then our community could pay at least $500,000 annually in salaries to full time staffing that has a .0000064 percent chance of dying in a structure fire in the line of duty.
